On June 30, 2025, Governor Phil Murphy signed P.L. 2025, c. 72 into law, updating the legal notice requirements under the Open Public Meetings Act (OPMA). The key changes include:

  • Website Publication: Starting March 1, 2026, public entities must post their legal notices on their websites instead of in newspapers.

  • Notice Duration and Archiving: Notices must remain on the website for at least one week and then be archived for one year.

  • Secretary of State Submission: Public entities are required to provide the website link to the Secretary of State for posting on the Secretary of State’s website.

  • Transitional Period: Until March 1, 2026, public entities may comply with OPMA by posting notices either in newspapers or on their websites.

  • 2026 Online Publication Requirement: For the remainder of 2026, public entities must post twice monthly in an online news publication, directing the public to where the legal notices can be accessed on their website.
